FAA Mobile Clearance and EFB Workflow: Operator Considerations During Rollout

The FAA is currently evaluating FAA Mobile Clearance, a digital tool that allows general and business aviation pilots at participating locations to request IFR departure clearances through supported flight applications instead of relying only on direct radio contact with the tower. The FAA says the digital, text-based system is designed to reduce readback errors and give controllers greater situational awareness to focus on safety.

For operators, the practical issue is not only that a clearance can now arrive through an app. It is how that workflow fits into existing cockpit procedures, crew coordination, and fallback communication methods.

Mobile Clearance in the FAA Evaluation Environment

Mobile Clearance is not yet a nationwide replacement for standard clearance delivery. The FAA remains in operational evaluation at selected airports and terminal areas.

Evaluation began in the Houston area in May 2026 and expanded during the summer to Appleton International Airport and New Century AirCenter. The FAA’s current schedule calls for additional evaluation locations before the evaluation period ends in February 2027 and deployment of the final product begins across the country.

Participating pilots can request IFR departure clearances through supported flight planning applications, including ForeFlight and Garmin Pilot. The clearance is delivered digitally for review and acceptance rather than being copied entirely from a radio transmission.

Clearance Delivery Through Flight Planning Applications

Moving clearance delivery into an application changes the way information reaches the cockpit. Instead of copying routing, altitude, departure information, and other clearance elements during a radio transmission, pilots can review a text-based clearance before accepting it.

Both current implementations are designed around that digital review process. ForeFlight also supports amended and revised clearances within its implementation, while Garmin Pilot allows users to receive, review, and accept a clearance through its Flights page.

The digital format does not eliminate the need to review the clearance carefully before acceptance. For operators already using these applications for planning, charts, weather, or other cockpit functions, Mobile Clearance adds another workflow that may occur on the same device.

EFB Procedures and Operator Workflow

For operators already managing authorized EFB programs, Mobile Clearance introduces another app-based workflow to evaluate within existing cockpit procedures.

AC 120-76E, Authorization for Use of Electronic Flight Bags does not address Mobile Clearance by name, but it provides the broader FAA framework for managing EFB applications, operating procedures, training, and backup methods under Parts 91K, 121, 125, and 135. The AC specifically addresses crew roles, application use, EFB failures, backup procedures, and training when EFB applications or procedures change.

As Mobile Clearance becomes available, operators using it may want to consider several practical workflow points:

  • How the crew verifies the clearance before acceptance
  • How revised or amended clearances are handled in the application being used
  • What happens if the app, device, connection, or Mobile Clearance service is unavailable
  • When the crew reverts to existing radio or other ATC clearance procedures

During rollout, operators can also determine whether their existing clearance-delivery and EFB procedures already address these situations. Manual or training updates may be appropriate where Mobile Clearance is adopted as a defined company procedure, but the FAA Mobile Clearance guidance published to date does not establish a blanket Mobile Clearance-specific manual or training requirement.

Because availability remains limited during the evaluation period, crews should remain prepared to obtain clearance through existing ATC channels whenever Mobile Clearance is unavailable or unsupported at the departure airport.

Operator Considerations During Rollout

Mobile Clearance gives general and business aviation pilots another way to handle a routine ATC exchange, but it remains an evolving capability rather than a universal clearance-delivery method.

Operators adopting the feature should monitor FAA deployment, establish a consistent cockpit workflow, and confirm that crews understand both the digital process and the existing clearance method used when Mobile Clearance is unavailable.
